Bailout Bill Revives Pension Protection Act

When President Bush signed the $700 billion financial rescue package last week, it included a two-year extension of the Pension Protection Act (a.k.a. IRA Rollover Provision), which expired at the end of 2007.

This provision allows taxpayers to make tax-free contributions from their Individual Retirement Accounts to qualified charitable organizations. However, the following limitations apply:

• The donor must be age 70½ or older.
• The maximum annual IRA rollover is $100,000.
• The contribution must be a direct gift to a charity (no planned gifts).

The provision will apply to gifts made from January 1, 2008 through December 31, 2009.

To learn more about the Pension Protection Act please contact Alesia Hanners at (636) 549-1247 or alesia.hanners@wymancenter.org. It is recommended that you speak with your financial advisor before making any final decisions regarding your IRA.

Evaluation of New Five Star Program Shows Positive Results

The Five Star After-School Program, a unique public-private partnership, has begun to show positive results among students in St. Louis area public middle schools.

An evaluation of the program during its pilot period, by the Public Policy Research Center at University of Missouri - St. Louis has shown an improvement in report card grades of participating students as well as teacher reports of positive results in academic achievement and behavior. The Five Star After-School Program is reaching the most needy and academically at-risk students and truly making a difference. Demographically, the program targets those students in high poverty areas who attend low performing schools.

The purpose of the Five Star After-School Program is to enhance school success for enrolled students, and provide them with the key supports and opportunities necessary for healthy development. This unique collaborative is built upon the strengths of its partners, with a focus on outcomes for the youth it serves:

Wyman leads the site teams in providing quality programs that have significant impact on overall development and academic achievement, including the Wyman Teen Outreach Program;

ARCHS brings expertise in partnerships and after-school management;

St. Louis City Department of Parks and Recreation has the resources to support healthy recreational opportunities;

St. Louis Public Schools possesses the knowledge of its students’ needs and openness to community resources.

Five Star launched in February 2008, enrolling more than 400 students at five area middle schools - Compton-Drew Investigative Learning Center, Gateway Middle School, Langston Middle School, Long Middle CEC Academy and Stevens Middle Community Education Center.

Working in a community struggling to meet the educational needs of its young people, the Five Star After-School Program represents a real solution, a real community collaborative, and a real effort to successfully build and strengthen the assets of St. Louis’ youth.

28th Annual Golf Tournament Nets Over $240,000

St. Louis, Mo., [Aug. 29, 2008] – In its 28th year, Wyman’s Annual Golf Tournament netted just over $240,000. Encouraged by the beautiful weather, 240 golfers turned out for the event at Whitmoor Country Club in St. Charles on Monday, August 18th. Event sponsors included Kirberg Company, Dave and Cheryl Morley, Bill Voss Agency, Inc., American Family Insurance and the South Side Lions.

“We are exceedingly pleased with the results of the tournament and the support of all our sponsors,” Wyman President Dave Hilliard said. “Even in the face of difficult economic times, our supporters are focused on the mission - enabling the disadvantaged teens in our community, and the success of this event makes a huge impact.”

Proceeds from the event support Wyman’s mission programs – including the Teen Leadership Program (TLP), the Wyman Teen Outreach Program (TOP) and the college scholarship program (see key sponsors below).

“I believe this tournament continues to be successful because of our long-time supporters and the new folks continually coming on board who are also passionate about the cause,” Dave said.

Those interested in sponsorship opportunities for the 2009 tournament should contact Kristine Ramsey at kristiner@wymancenter.org.

Efficient Giving with Appreciated Stock

Consider donating your Anheuser-Busch or other appreciated stock!

Investing in Wyman teens is an investment in the future of St. Louis…
A $25,000 gift could cost you less than $3,000!

• Avoid capital gains tax on the stock’s increased value

• Receive an income tax deduction equal to its full fair market value

• Combining a gift of appreciate stock with State of Missouri tax credits could even save you additional money and increase the impact of your gift.

With the current state of the economy, we know that donating to a charitable cause can be difficult. However, the recent news of Anheuser-Busch reminds us of another giving opportunity for our donors. Appreciated stocks are one way to save money and still be able to support our community’s future through a gift to Wyman teens.

When capital gain property you have owned for more than one year is given to a qualified charitable organization such as Wyman, it is deductible for its full fair market value. If you also want to take advantage of YOP or NAP tax credits, the savings multiply! Here is how…

Market value of stock: $25,000
Tax basis of stock: $ 5,000
Capital Gain on stock: $20,000

Federal Tax on Capital Gains (15%): $ 3,000
State Tax on Capital Gains (6%): $ 1,200
Total Tax on Capital Gains: $ 4,200

Individual Tax Bracket: 35%
Donation Amount: $25,000
Federal Tax Savings: $ 8,750
Federal Tax Credit for YOP Credit Benefit: <$ 4,900>
Total Federal Tax Benefit: $ 3,850

MO Tax Cost Savings from YOP (50%): $12,500
MO Tax Cost Savings from 6% Deduction: $ 1,500
Total MO State Tax Benefit: $14,000

Cost of Donation ($25,000, -$3,850, -$14,000): $ 7,150
Less: Avoided capital gains taxes: $ 4,200

Net Cost of Donation: $ 2,980

This chart is an example of savings that could be realized. Please consult your tax advisor.
